Anindilyakwa Land Council (ALC) Bio
Position:
Council Member, Anindilyakwa Land Council
Affiliation:
Traditional Owner from the Groote Archipelago
Lionel Jaragba is a proud Anindilyakwa man and a respected Traditional Owner of the Groote Archipelago. Deeply rooted in the land, culture, and language of his ancestors, Lionel plays a key leadership role as a Council Member of the Anindilyakwa Land Council (ALC) — the peak representative body for the Traditional Owners of the Groote Archipelago. Through his role, he works to uphold the cultural integrity of his people while pursuing a strong, self-determined future for the Anindilyakwa community.
Lionel’s connection to Country is spiritual, personal, and generational. Raised on Groote Eylandt, he carries the teachings of his Elders and the stories of his land. This connection fuels his dedication to preserving cultural practices, protecting sacred sites, and ensuring the next generation grows up knowing who they are and where they come from.
In addition to his work with the ALC, Lionel is actively involved in a community-driven business venture called Narukai.
Lionel is especially passionate about creating new pathways for Anindilyakwa youth — helping them “walk in two worlds” by blending traditional knowledge with access to modern education, skills, and career opportunities. As a mentor and role model, he encourages young people to take pride in their identity while pursuing their dreams both on and beyond the island.
Looking to the future, Lionel sees exciting opportunities emerging across the Northern Territory, particularly in sectors such as sustainable development, cultural tourism, renewable energy, and Indigenous-led business. He is a strong advocate for ensuring that Traditional Owners are not only consulted but are leading these developments — ensuring that progress respects Country, strengthens community, and is guided by cultural values.
Lionel’s Key Goals and Passions:
- Empowering the next generation through education, cultural learning, and mentoring
- Strengthening language and culture by supporting arts, ceremonies, and intergenerational knowledge sharing
- Building economic self-determination through Indigenous-led enterprises like Narukai
- Caring for Country through biosecurity, ranger programs, and traditional land and sea management
- Representing his people with honesty, respect, and unity in all governance matters
Lionel Embodies the Core Values of the ALC:
- One People, One Family – Ngarrurrakawuruma ngarnumamalya
- Pride – Ngarriwerrikiyangmakwajinama
- Truth – Akuwerrikilyangmandukunadinama

At his core, Lionel is a family man. His greatest inspiration comes from his children, his wife, and the broader community. They give purpose to his work and drive his vision for a future where Anindilyakwa people are strong, united, culturally proud, and in control of their own destiny.
